MEMO

DATE:

TO:

FROM:

RE:

5/13/02/6.10/02

Economic Development Authority (EDA)

Megan Wald and Sean Sullivan

Staff Updates

Community Development Block Grant (CDBG)

Anoka County has awarded the City of Ramsey $220,000 of CDBG funds for redevelopment in
blighted areas. The application previously submitted to Anoka County identified the Chies and
Morrell properties as the redevelopment projects. Upon meeting with the County it was
determined that it was not required to use the funds on those properties. Other properties that are
blighted can be acquired as long as the County can confirm blighted conditions. This broadens
the scope in which the funds could be spent but does not extend the duration of the grant. The
grant monies must be spent within an 18-month period, in this case, the deadline is December 31,
2003.

Star Exhibits

In Late March, the City of Ramsey was notified by Asset Realty that Star Exhibits and
Environments was having financial problems with relocating to the City of Ramsey. They have
remained on this property since the building they were leasing was demolished. The property on
which they sit is an Option Parcel for T & G, Land, Inc. To successfully market the lot to the
north as well as the Option Property, Staff has suggested that Kenko be located in an area that is
less visible to neighboring businesses.

Staff has negotiated an agreeable solution with Kenko. Kenko is in the process of moving its
operation to the most southwestern quadrant of Gateway North Industrial Park No. 5. The site is
between Commercial Asphalt and Bury and Carlson. Kenko has cleared the lot and created the
space it needs to store equipment and to set up it temporary office. Kenko has expressed an
