CASE # <br /> <br />ADDENDUM TO RAMSEY TOWN CENTER RETAIL MARKET ANALYSIS <br />By: James E. Norman, City Administrator <br /> Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />At the November 18, 2002 EDA meeting, Vice Chairperson Kiefer initiated discussion on <br />whether or not the EDA should address how the proposed Town Center' may affect existing <br />businesses in the City of Ramsey. Staff was directed to find out what demographic area the <br />Town Center Study includes and if the Town Center Task Force plans to address what impact the <br />Town Center will have on existing businesses. <br /> <br />The Town Center Study identifies residential and retail nodes in Ramsey (see attached). The <br />study does not expand on these commercial/retail areas in the City except to identify them as <br />possible competition areas to the Town Center. The study has a main focus on what types of <br />retail, residential, and commercial development the Town Center could support. Staff anticipates <br />the final copy of the Town Center Retail Market Analysis will be available to EDA members in <br />December or January. <br /> <br />The Town Center Task Force to date has not addreSsed the impact the Town Center may have on <br />existing businesses and this topic does not appear to be apart of their mission statement or area of <br />intent to address in the future. <br /> <br />Observations: <br /> <br />In further discussions with Vice Chairperson Kiefer, Staff understands that Vice Chairperson <br />Kiefer is most interested in how the retail area located at the intersection of 167th Avenu~ and <br />Highway #47 will be affected by the Town Center. It would appear that out of all of the retail <br />nodes in Ramsey, the retail area along 167th Avenue and Highway #47 demands the most <br />attention for potential redevelopment. <br /> <br />Recommendation: <br /> <br />Staff is requesting that the EDA authorize an addendum to the McComb Group, Ltd. Town <br />Center Retail Market Analysis to include the retail node of 167th Avenue and Highway #47. The <br />cost of the study will be approximately $6,500. This study will provide the City with ideas on <br />how the Town Center will affect the subject area and what kind of develo ~ment the area is better <br />fit to handle. <br /> <br />EDA Action: <br /> <br />Based on discussion. <br /> <br />EDA: 12/9/02 <br /> <br /> <br />
