CASE

IRT AND THE CHIES PROPERTY ACQUISITION
By: James E. Norman, City Administrator

Background:

Integrated Recycling Technologies (formally known as St. Paul Terminals) has been actively
working with the City to bring about an expansion project that will take place south of 141st
Avenue and may include most of the property to Azurite Street. The property to the north of
141st Avenue would be sold for other development projects. As part of the project, IRT would
be to expand immediately to the east of Basalt Street and to the property owned by Lorraine B.
Chies of Columbia Heights. The property formally had a landscaping operating on it operated by
Mrs. Chies' deceased husband. The value of the property is approximately $50,000, while the
Chies family has requested $100,000 for the sale of the property. Staff will request
condemnation of the Chies property as part of the IRT expansion project.

EDA Action:

Request authorization to begin condemnation against the Chies property for the IRT expansion
project.

Reviewed by:

City Administrator

EDA: 10/08/01
