CASE #

HIGHWAY #10 FRONTAGE ROAD ACQUISITION
By: James E. Norman, City Administrator

Background:

The recent Concept Plan for Highway #10 Corridor performed by HKGi, primarily focused on a
frontage road system (map attached to case). Staff has been negotiating with property owners to
the east of Sunfish Lake Boulevard for a redevelopment project that would include a frontage
road system and there has been recent discussions with the Sunfish Commons project in regard
to the frontage road system west of Sunfish Lake Boulevard. More recently, the City has been
involved in active negotiations to acquire the frontage road system in front of Ramsey B&B,
LLC, and Ramsey Professional Building.

It appears that the City may be in active discussions for similar frontage system property
acquisition in the near future and a source of revenues to acquire the property has not been
discussed as a policy. Staff will ask to discuss the need for a frontage road system, costs and
obstacles that will be encountered, benefits of developing a frontage road system and possible
revenue sources for this important redevelopment project.

EDA Action:

Based upon discussion.

Reviewed by:

City Administrator

EDA: 10/08/01
