INFORMATION ON THE HIGHWAY #10 PRESENTATION
BY MnDOT AND HOWARD GREEN
By: Megan Wald, Community Development Assistant

CAgE

Background:

On November 20, 2001 MnDot and Howard Green, the consulting company hired by
MnDot, presented to the Public Works Committee information regarding the State
Highway g 10 Corridor Study.

The following information is enclosed for your review:

a) State Highway gl0 Corridor Study packet dated November 20, 2001
b) State Highway gl0 Corridor Study packet dated November 29, 2001
c) Public Works meeting minutes dated November 20, 2001

Observations:

Brian Issacson from MnDot and Howard Preston from Howard R. Green discussed the
vision of the Highway gl 0 Corridor Study. Existing and future traffic volume projections
were presented (attached to case). The need for a freeway was identified as "eventual"
based upon those volumes but no specific timeframe was discussed. There was also
discussion relating to the fact that the projected volumes for Highway gl 0 did not include
the volumes that would be generated from the potential Mississippi Bridge Crossing. The
volumes that will be generated from the Bridge Crossing will not be available for six to
eight months.

Alternatives for a future freeway alignment were discussed in regards to the challenges
that the railroad would provide. Howard Preston discussed three options: one is align the
freeway close to the railroad tracks, a second option is to construct the freeway along the
existing alignment and lastly Howard Preston discussed the option of moving the freeway
south (towards the river).

Subsequent to the Public Works meeting a PAC (Policy Advisory Commission) and TAC
(Technical Advisory Commission) meeting was held and materials were distributed
regarding the preliminary cost analysis to construct the future freeway/expressway
(attached to the case).

EDA Action:

No action necessary, provided for information only.

EDA: 12.10.01
