CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, August 15, 1989 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding proposed <br />assessments for Improvement Project #89-16 (Hematite Street N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />Members Absent: Councilmember Kenneth Peterson <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order 7:31 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that Project #89-16 is a proposed project to upgrade Hematite Street N.W. <br />between 154th and the extension of 153rd. The proposed assessments inlcude 4 units. The <br />construction will be a suburban street section with berms on each side for drainage. The surfacing <br />consists of a 2 inch bituminous mat over 4 inches of gravel. The estimate total cost of the project is <br />$11,450; the estimated per unit assessment is $2862.50; the estimated annual cost per unit is <br />$445.98 amortized over a 10 year period. Mr. Raatikka stated that the project schedule is such that <br />construction could begin this week by the contractor working on Hematite Street Project #89-10. <br />The project is scheduled for completion in mid-September; the assessment hearing would be <br />conducted in early September. Any assessments not paid within 30 days of the assessment hearing <br />would be forwarded to the County for inclusion in the 1990 property property taxes. <br /> <br />CITIZEN INPUT <br /> <br />Bernie Wurm - 15354 Hematite Street N.W. - Inquired if the berm will be extended across his <br />driveway entrance. <br /> <br />Mr. Raatikka replied that the berm will most likely be cut down to 1.5 inches in height along the <br />Wurm driveway. <br /> <br />Bernie Wurm - Stated that he is concerned that DNR will reject the City's chosen route for the <br />extension of 153rd would impact the newly paved Hematite Street. <br /> <br />Mr. Raatikka stated that if Hematite would have to be disrupted for the extension 153rd, Hematite <br />would have to be restored to it's original condition. <br /> <br />City Council Public Heating/August 15, 1989 <br /> Page 1 of 2 <br /> <br /> <br />
