INFORMATIONAL MEETING REGARDING UTE STREET N.W. <br /> <br />Mr. Raatikka stated that per Council direction, he has prepared a brief report regarding the <br />feasibility of upgrading Ute Street north of 179th. Currently the road is approximately 16 <br />to 22 feet wide and consists of a sand surface with very few ditches existing in the area. <br />The total right-of-way for Ute Street consists of 30 feet. If Ute Street were to be upgraded, <br />the right-of-way should be increased to 50 feet and the road constructed 26 feet wide with a <br />24 foot riding surface and a 1 foot berm on each side. The purpose in constructing the road <br />26 feet wide versus 28 feet would be to avoid having to remove mature trees in the area. In <br />accordance with the City's current assessment policy, the irn_provements would be assessed <br />to the benefitting property owners. The total estimated cost for the project is $26,500. The <br />number of units to be assessed is 10. The estimated cost per unit is $2600 or $445 per unit <br />amortized over 10 years. Mr. Raatikka then made a slide presentation of Ute Street in it's <br />existing condition and others streets indicative of what would be proposed for Ute Street. <br />Mr. Raatikka stated upgrading Ute Street as described would require acquiring another 10 <br />feet of right-of-way on each side of the road. Drainage improvements would have to be <br />studied more carefully in a feasibility report. <br /> <br />A resident inquired as to why upgrading Ute Street is being discussed. <br /> <br />Linda Wolfbauer - 4947 179th Lane - Stated that upon her request, Council requested a <br />preliminary study regarding upgrading Ute Street. Ute Street in it's present condition has <br />been a constant problem, source of irritation and presents some safety concerns. There are <br />drainage problems in the area and the road is not equally shared by residents on both sides <br />of the street. <br /> <br />Mr. Raatikka stated that in order for this project to proceed any further, the affected <br />residents would have to submit a petition to City Council requesting a feasibility study be <br />prepared regarding upgrading Ute Street. <br /> <br />Lois Hanson - 18026 Ute Street - Inquired if Ute Street could be just upgraded to a Class 5 <br />surface. <br /> <br />Mr. Raatikka replied that it is possible to just bring Ute Street up to Class 5 standards but <br />without the construction of ditches, there will still be washouts in the area. Upgrading to <br />Class 5 would also be assessed to the benefitting property owners. <br /> <br />Jeff Rockow - 18015 Ute Street - Stated that he doubts even the construction of ditches will <br />alleviate drainage problems in the area. <br /> <br />Mr. Raatikka replied that a feasibility report would study the drainage in the area. <br /> <br />Ron Nelson - 18055 Ute Street - Inquired if the turn-aroud would also be expanded. <br /> <br />Mr. Raatikka replied that the turn-around would be expanded to at least 60 feet in diameter. <br /> <br />Angela Lenarz - 4925 179th Lane - Stated that water backs up onto her property and it <br />contains oil residue and it isn't fair. <br /> <br />Linda Wolfbauer - Noted that the residents on the west side of Ute are already subject to a <br /> <br />City Council/August 15, 1989 <br /> Page 3 of 8 <br /> <br /> <br />
