Mr. Hartley stated that recently Ramsey wished to expand it's urban service area to provide <br />for more utilities in areas designated in the past to have urban services. Before that would <br />be granted, Ramsey had to implement the 4 in 40 density policy. Ramsey agreed to <br />implement that policy effective January 1, 1990. The reason for delaying implementation <br />until January 1, 1990 was to give property owners who might be interested in subdividing <br />their property into 2.5 acre lots the opportunity to do so. <br /> <br />Mr. Hartley noted that the Ramsey City Council vehemently disagrees with the 4 in 40 <br />policy and has instructed City Staff to make every effort possible to convince Metro <br />Council that the policy should be a density similar to that achieved with 2.5 acre lots. <br /> <br />Merland Otto presented a map indicating the urban area, recognized by Metro Council and <br />Ramsey to be an area where urban services will be offered in the foreseeable future; an <br />urban area designated by Ramsey to be an area sewer and water will ultimately be extended <br />to; a rural area consisting of all area outside of the urban area. Mr. Otto stated that the rural <br />area is the area that would be subjected to the 4 in 40 policy. Mr. Otto then presented a <br />map indicating currently platted or developed areas, new plats that have been approved <br />within the last year or are well into the development process, and areas expected to be <br />approved for development within the next few months. <br /> <br />Mr. Otto stated that the current subdivision ordinance requires a minimum lot area of 2.5 <br />acres with a maximum density of 1 unit per 10 acres except for lots of record or one acre <br />subdivisions platted prior to April 28, 1972. The proposed subdivision standard is a <br />minimum lot size of 2.5 acres with a maximum density of 4 units per 40 acres.
