Robert Maxton - 2125 Argonne Drive, Mpls., Mn 55421 - Inquired as to when the City <br />expects to have the 4 in 40 zoning issue resolved with Metro Council. <br /> <br />Mr. Hartley stated that he believes within 12 - 24 months the City can expect some action <br />from Metro Council. <br /> <br />Dean Helgeson - 11460 Tilton Trail South, Rogers, Mn 55374 - Inquired if there is a <br />deadline for development once a piece of property is platted. <br /> <br />Mr. Hartley replied that there is no requirement to build on platted lots. <br /> <br />Jake Barthold - 1206 Bunker Lake Blvd., Andover, Mn 55304 - Inquired if property taxes <br />increase as soon as property is platted. <br /> <br />Mr. Hartley replied that as soon as one lot is built upon, there will be an impact on property <br />values of adjacent vacant lots. <br /> <br />Jake Barthold - Inquired as to what other cities are doing with regard to 4 in 40 density <br />zoning. <br /> <br />Mr. Hartley replied that many other cities in Anoka County are not being pressured to <br />implement 4 in 40 zoning because they do not have available to them now or in the near <br />future, the public utilities Ramsey has available to it. <br /> <br />Mr. Otto noted that Andover is receiving some pressure to implement 4 in 40 zoning. <br /> <br />Jake Barthold - Stated that property owners should have the right to do with their land as <br />they see fit; 4 in 40 zoning is cutting land values by 1/4 to 1/2. <br /> <br />Mr. Banwart stated that from City Council's perspective, they must look at the benefit to <br />the City as a whole. Ramsey has a million dollar infrastructure that is grossly underused. <br />The City needs residential development to generate tax revenue to pay for the infrastructure; <br />the city would be cutting itself short if it did not make maximum use of the land and <br />infrastucture. The City also has to provide for and consider the concerns and well-being of <br />it's future residents. <br /> <br />Jake Barthold - Stated that he thinks it will be difficult for Ramsey to change Metro <br />Council's policy. Inquired as to what Ramsey's plans are for roads. <br /> <br />Mr. Hartley replied that the standards for roads will remain the same. <br /> <br />Jake Barthold - Stated that it makes it difficult for property owners to plan when the City is <br />not sure what minimum lot sizes are going to be, etc., with 4 in 40 zoning. <br /> <br />Mr. Hartley stated that the City is trying to make contact with all the property owners prior <br />to finalizing the plan for implementing 4 in 40 zoning so that property owners can make <br />plans in what already is a tight time frame. <br /> <br />Jake Barthold - Stated that 4 in 40 zoning is forcing property owners to plat before they had <br />intentions to do so. <br /> <br />City Council/August 28, 1989 <br /> Page 4 of 8 <br /> <br /> <br />
