Mr. Hartley stated that City Council took action to adopt a resolution stating their intent to
adopt an ordinance to implement the 4 in 40 density policy; they also adopted a resolution
stating their opposition to that density policy. The purpose of this meeting is to tell the
property owners what the City has committed itself to do and what City Council's intention
is with respect to that density policy. The intent is to implement the 4 in 40 density policy
and following that, fight to change that policy.

Ragna Pearson - Inquired as to what the park dedication will be with respect to 4 units on
40 acres.

Mr. Otto replied that under the park dedication ordinance recently adopted, there would be a
park dedication requirement for the subdivision. The lower densities would have a
dedication requirement of 7% rather than 10%.

Ron Hunt - Inquired if there would be additional park dedication requirements when the
balance of a parcel subdivided according to the 4 in 40 density is developed.

Mr. Otto replied that if with resubdivision, density would double and triple, then there
would be more park dedication requirements placed upon the parcel; park dedication would
strictly be based on the number of new lots being created if it is a greater density than was
allowed under the present zoning ordinance at the time.

Ragna Pearson - Inquired as to who is responsible for the property taxes on the
undevelopable land under the 4 in 40 policy and what becomes of that forever
undevelopable land.

Mr. Otto stated that the owner of the undevelopable land is responsible for the property
taxes. The options for ownership can be determined by platting undevelopable land as an
outlot, or it can become common ownership by each of the lots developed on a parcel or it
can be split into 10 acre lots of ownership.

Mr. Hartley stated for those interested, there are subdivision packets and copies of the park
dedication ordinance available.

ADJOURNMENT

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn
the special City Council meeting.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

The meeting adjourned at 8:50 p.m.
Respectfully submitted,

Sylvia Frolik
Planning Assistant

City Administrator

City Council/August 28, 1989
