CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, September 5, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />assessments for Improvement Project #89-2, 156th Avenue N.W. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:08 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka noted that except for final grading, the project is complete and the assessments <br />need to be adopted and certified at the County. The total project cost is $50,007.84; 16 units <br />are proposed to be assessed; lhe unit cost is $3,125.49. Mr. Raatikka stated that following the <br />public hearing, the property owners have 30 days to pay their assessments at no interest. If <br />the assessment is not paid within 30 days, it will be added to the property taxes, amortized over <br />a 10 year period at 8.1% <br /> <br />Amy Hagen, 7401-156th Avenue N.W.- Stated that it is ironic that the project was fought for 3 <br />years and now she, as a new resident, has to pay for the improvements. <br /> <br />Mr. Raatikka explained that the project was originally petitioned for by residents of 156th <br />Avenue N.W. and included improvements to Hematite Street N.W.; another petition was received <br />opposing the project that ceased consideration of it for one year; another petition was submitted <br />to just improve 156th Avenue N.W.; then another petition was received to improve a portion of <br />Hematite Street N.W.; then another petition was received to improve the remainder of Hematite <br />Street N.W. <br /> <br />Leonard Lewis, 6960-156th Avenue N.W. - Stated that he was assessed for two units because he <br />has sufficient acreage and frontage under the current zoning ordinance to subdivide and create a <br />second lot. Mr. Lewis noted that with the 4 in 40 density zoning proposed to be implemented <br />January 1, 1990, he will not be able to subdivide, and on that basis should not be assessed for <br />two units. <br /> City Council Public Hearing/September 5, 1989 <br /> Page 1 of 2 <br /> <br /> <br />
