Jim Connally - Stated that he feels subcontracting for engineering services would be more <br />cost efficient than adding a new department to City Staff. <br /> <br />Mayor Reimann replied that after researching, it appears the City will save money by <br />having it's own engineering department and that is what the Budget Committee based their <br />recommendation upon. <br /> <br />Councilmember Peterson stated that the City realizes that even with it's own engineering <br />department, it will still need to do some consulting because of the large amount of <br />development going on but it is hoped that the department will generate revenue above and <br />beyond it's initial start up costs. <br /> <br />Jim Connally - Inquired why the City doesn't start out with one engineer versus a <br />department of 4. <br /> <br />Mr. Hartley stated that an engineer cannot provide all the things an engineering department <br />call. <br /> <br />Jim Connally - Inquired as to the types of services an engineering department would <br />perform. <br /> <br />Mr. Hartley replied that the engineering department would review subdivision plats; <br />policing development to make sure standards are met; preparing specifications for public <br />improvements; provide technical advice regarding a proposal. <br /> <br />Ann Wade l - 16012 Xenolith Street N.W. - Complained that the Iights at Central Park are <br />on 7 nights a week, even when nobody is using the athletic fields; the additional electricity <br />costs are a waste of tax money. <br /> <br />Councilmember Peterson replied that the Public Works Department and consulting <br />engineers are considering two systems for the lights at Central Park; one would be an <br />automatic timer type and the other is operated by manual demand. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson.
