Resolution #89-10-267 approving accounts payable transactions for the period <br />September 19 through October 2, 1989 <br /> <br />Motion carried. Voting Yes.' Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request For Adoption Of EAW Findings Of Fact And Issuing <br />A Negative Declaration For Need Of EIS On l$3rd Avenue <br />N.W. Between C.S.A.H. No. 5 And Ramsey Blvd. N.W.: <br /> <br />Peter Raatikka stated that the 30 day comment period for the Environmental Assessment <br />Worksheet (EAW) for the extension of 153rd Avenue N.W. between Cry. Rd. #5 and <br />Ramsey Blvd. expired October 4, 1989. City Staff is recommending accepting the EAW <br />Findings of Fact and issuing a negative declaration for an Environmental Impact Statement <br />(EIS). <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Resolution #89-10-268 approving EAW Findings of Fact #0263 and issuing a negative <br />declaration of need of an Environmental Impact Statement on 153rd Avenue N.W. <br />thoroughfare. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson, Cich and <br />DeLuca. Voting No: None. Abstain: CouncilmemberPeterson. <br /> <br />Case #2: Landfill Trust Fund: <br /> <br />Mr. Hartley and City Council reviewed the proposed resolution to establish a policy with <br />regard to the use of the Landfill Trust Fund. <br /> <br />Council consensus was that the proposed resolution should also indicate the following: <br /> <br />Authorization to spend portions of the principal balance and the specifics of <br />payback shall be by resolution. <br /> <br />The City's borrowing power on the Landfill Trust Fund principal should be <br />limited to 40%. <br /> <br />A discussion ensued regarding the possibility of depositing a certain percentage of each <br />year's interest into the principal balance to keep that side of the Trust Fund growing. <br /> <br />Mr. Hartley stated that he would also prepare a draft plan for utilizing the Landfill Trust <br />Fund interest money to establish a capital improvements program for Ramsey. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to table <br />discussion of policy relating to the Landfill Trust Fund. <br /> <br />Motion carried.
