Mr. Hartley also noted that the City could purchase the CAPCO building with it's <br />secondary use being targeted as an economic development incubator facility. <br /> <br />Mayor Reimann expressed a desire to have all of the City's functions on one property <br />evaluate the long-term space needs prior to making any major purchases that may only be <br />short term solutions. <br /> <br />City Council directed Mr. Hartley to schedule a couple of one hour City Council sessions <br />in January, 1990 to evaluate space needs. <br /> <br />Case #13: Receive Proposals On Construction Of Council Table: <br /> <br />Mr. Hartley stated that the City received one bid with a number of alternates for a Council <br />table. The base bid is $9,230 with alternate designs ranging down to $4,550.00. Mr. <br />Hartley requested Council direction, noting that he will provide bidders with detailed <br />drawings versus specs should the City decide to readvertise. <br /> <br />Councilmember Cich indicated that the bids were few and high because the specs called for <br />a piece of furniture that was hardly feasible. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to revise the <br />Council Table specs into detailed drawings and present them to City Council for approval <br />and readvertisement of bids. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #14: Adopt The City Of Ramsey's Purchasing Ordinance: <br /> <br />Council introduced this ordinance to amend the purchasing policy on November 14, 1989. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Ordinance #89-28 to amend the City's Purchasing Policy. <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #15: Year-End 1989 Audit Engagement Letter: <br /> <br />Finance Officer Sandra Ashley recommended that the City enter into the engagement letter <br />with Pannell Kerr Forster for the year ended December 31, 1989. Sandra Ashley noted <br />that Pannell Kerr Forster is very valuable to the City because of their association with the <br />City for a number of years. However, in 1990, the City should review other firms and <br />services available and at what costs. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to direct the City <br />Administrator to enter into the engagement letter with Pannell Kerr Forster for the year <br />ended December 31, 1989 audit. <br /> <br />Motion carried.
