CITY COUNCIL
BUDGET COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council Budget Committee met on Tuesday, September 19, 1989 at the Ramsey
Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota.

Members Present:

Councilmember Stephen F. DeLuca
Councilmember Kenneth Peterson

Also Present:

City Administrator David Hartley
Finance Officer Sandra Ashley
Police Chief Mike Auspos
Fire Chief Bruce Hoeke
Public Works Superintendent Merle Mevissen
Community Education Program Coordinator Claudia Dodge

CALL TO ORDER

The Budget Committee meeting was called to order at 4:45 p.m.

CITIZEN INPUT

None.

COMMITTEE BUSINESS

In the discussion that ensued, it was determined that the two criteria to be used in trimming the
proposed 1990 budget to match available funds would be necessary services and public safety in
conjunction with some long range planning.

Mr. Hartley stated that the heating and cooling contract with Honeywell should be removed from
the budget for a potential cost saving of $5,000. Routine and repair work to the heating and
cooling system can be administered to subcontractors via the Building Maintenance person.

Mr. Hartley stated that the City's association with organizations should be limited to League of
Minnesota Cities, AMM and North Metro Mayors Association for a saving of approximately
$5,000,

Merle Mevissen stated that he could revise his request from a tandem truck to a single axle truck for
a savings of approximately $15,000.

Mr. Hartley reported that after some analysis, it appears that the City would get more value for it's
dollar by accomplishing all park maintenance with in-house staff versus contracting out.

Councilmember DeLuca noted that there would be a need for more personnel in Public Works if
the City Staff were to perform all of park maintenance.

Budget Committee/September 19, 1989
