Set permit fees for swimming pools and the required inspections were discussed. Building Official <br />Glyn Huff will be consulted with regard to the ordinance and amount of the set fee. It was <br />suggested that the permit fee for above ground swimming pools be set at $25.00. <br /> <br />In discussing the rates for utilities, the question of implementing a reconnection charge arose. <br />Specifically, this would be the charge incurred in the event of a water shut-off situation for non- <br />payment of utility bills. This fee was suggested to be in the amount of $50.00 by consensus of the <br />committee. Mr. Hartley will check with Glyn Huff with regard to depth of water shut-off valve at <br />the curb stop. This could be an item to be checked at the final inspection. <br /> <br />It is also recommended by City Staff that remote water meter readers be installed by City Staff in <br />an effort to end the problems with incorrect installations by the contractors. The fee suggested for <br />this service was $50.00. Although this amount would not completely cover the cost of the service, <br />it would curtail the difficulties associated with installation by the contractors and assure proper <br />installation and that proper revenues would be collected. <br /> <br />It was mentioned that the water meter deposit should be changed to a fee, since they are not an item <br />that has ever been returned to the City and the deposit is not put into an interest bearing account. <br /> <br />Current sewer rate charge is a minimum usage fee of $32.00 per quarter. It would make more <br />sense for this fee to tie into water usage rates. This sewer usage figure would most logically be <br />arrived at by a water meter reading in the winter months when there is no lawn or garden <br />sprinkling. In this manner, large and small users would be more fairly charged. <br /> <br />The various types of business licensing was discussed. Broker/precious metal dealer licensing fee <br />was suggested to be set at $200.00 by Finance Officer Sandra Ashley. <br /> <br />There is currently no fee for Golf course/driving range. It was mentioned that perhaps licensing <br />for this should be eliminated. Mr. Hartley will examine the ordinance. <br /> <br />With regard to motor vehicle sales/rental, it was suggested by Chief Auspos that a surety bond of <br />perhaps $200,000 be a requirement of the business license in an effort to maintain a certain level of <br />~ntegrity. <br /> <br />It was suggested that the impoundment fee be raised to $25.00. Because there is a problem with <br />keeping the animals in the City garage, Mr. Hartley directed Chief Auspos to obtain animal cages <br />through the Humane Society as they are discounted. <br /> <br />The fees for mailed minutes were discussed. It was suggested that the fee go from $100 per year <br />to $5 per meeting. This will be further examined. <br /> <br />Burning permits were discussed. It was questioned whether or not we have the authority to charge <br />a fee for these. Mr. Hartley will check into this question. <br /> <br />Building Official Glyn Huff will be directed to examine the ordinance regarding moving buildings <br />into the City. <br /> <br />It was generally agreed that there should be a special meeting fee. In the event that another party <br />wanted to join in on the special meeting, they also would be required to pay the full special meeting <br />fee (no cost splitting). Mr. Hartley suggested a fee of $200.
