Further Discussion: Councilmember Pearson inquired if there are provisions to protect the <br />City from spending more than it can levy. Mr. Hartley replied that there are State laws that <br />limit the amount of debt a city can incur. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson and Pearson. <br />Voting No: None. Absent: Councilmembers DeLuca and Cich. <br /> <br />Case #5: CORE Application For Fishing Pier In River's Bend Park: <br /> <br />Mr. Otto recalled that earlier this year, Ramsey made application to CORE for a fishing pier <br />at River's Bend Park. Ramsey did not receive a pier but DNR indicated that Ramsey <br />ranked 7th out of 18 proposals. Two of the five proposals selected were funded because <br />they included cost sharing. DNR is asking that Ramsey reply by January 1 regarding it's <br />intentions to append, withdraw or resubmit it's application for the upcoming year. <br /> <br />Mayor Reimann stated that he would like to see the plans for the fishing pier and also <br />pursue matching dollar programs with civic organizations to help the city include a cost <br />sharing plan in it's application for the fishing pier. <br /> <br />Mr. Hartley referred to the $500 donation from Commercial Asphalt and stated that he will <br />contact Gary Sauer to determine if the fishing pier qualifies as a possible use of their <br />donation. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to direct <br />City Staff to indicate to DNR Ramsey's intent to keep it's application to CORE for a fishing <br />pier on file with amendments forthcoming. <br /> <br />Motion carried. Absent: Councilmembers DeLuca and Cich. <br /> <br />Case #6: Snowplowing At Gateway North Industrial Airport: <br /> <br />Mr. Hartley provided City Council with a copy of the Airport Commission meeting minutes <br />dated September 13, 1989 recommending that the City provide snowplowing service at <br />Gateway Airport. Mr. Hartley also briefly reviewed past City minutes which gave some <br />background on how the City came to plow Gateway in previous years. <br /> <br />Sandra Ashley stated that Michael Hadtrath, the City's insurance agent of record, <br />recommended that the City not provide snowplowing services at Gateway, nor rent it's <br />snow removal equipment to Gateway Airport, because of the extensive liability the City <br />would incur and the related high-cost of that insurance. <br /> <br />City Council determined that the additional information received is not sufficient to cause <br />them to reverse their decision of November 28, 1989 to deny Gateway's request for <br />snowplowing service. <br /> <br />City Council/December 12, 1989 <br /> Page 7 of 9 <br /> <br /> <br />
