Sue Springer - 8872 175th Lane - Inquired if the proposed Heatherwood Hills and other <br />PUDs are required to provide soil borings and percolation tests prior to preliminary plat <br />approval to prove the soils are satisfactory for on-site septic systems. <br /> <br />Mark Banwart replied that soil borings will be addressed in all of the PUDs and some are in <br />process now. Whether or not soil borings will be required on any particular lot is the <br />decision of the Building Official. <br /> <br />Debra Hill - Stated that she feels allowing lots to develop with mound septic systems <br />devalues adjacent property. <br /> <br />Mr. Hartley stated that the City does not permit mound septic systems on new construction <br />sites but rather only in certain situations as a remedy to a problem that already exists. <br /> <br />Debra Hill - Stated that the mound system constructed on the lot next to her's was a new <br />construction site. <br /> <br />City Council directed Mark Banwart to research the situation of a mound system being <br />constructed on the lot next to Debra Hill's. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to approve Mr. <br />Kirk Corson's request to rezone the proposed plat of Heatherwood Hills from R-1 Rural <br />Residential to Planned Unit Development. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to introduce <br />Ordinance #89-X rezoning the proposed plat of Heatherwood Hills from R-1 Rural <br />Residential to Planned Unit Development. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #15: Request For Preliminary Concept Approval Of Heatherwood <br /> Hills Planned Unit Development (PUD); Case Of Hokanson <br /> Construction: <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to approve the <br />preliminary concept approval of Heatherwood Hills PUD as per the City Landscape <br />Architect's review dated December 5, 1989; the City Engineer's Report dated December 5, <br />1989; the Park and Recreation Commission's recommendations of December 14, 1989; <br />granting a variance to cul-de-sac length (Osium Street N.W.) on Block 6; providing a <br />drainage plan for Block 3; providing resubdivision plans; establishment of a covenant <br />prohibiting structures on Outlot A and B; providing a right mm-in lane and left tm'n/by-pass <br />lane on Highway #47; providing an easement for the possible future extension of Osium <br />Street N.W. to the north boundary of the plat to provide access to Duff and Towle Estates; <br />an additional review of the plat by the Planning and Zoning Commission prior to final <br />plat/PUD approval; and the PUD being subject to any new recommendations of the <br />Planning and Zoning Commission approved by City Council. <br /> <br />City Council/December 19, 1989 <br /> Page 15 of 22 <br /> <br /> <br />
