not had time to make a written report. He has worked out drainage calculations <br />and is requesting that 1.66 acre feet of drainage capacity be provided. He has <br />received the results of the soil borings and there are more than 25% Class I <br />soils on Lot 4, Block 1. <br /> <br />Commissioner Deemer stated that he feels 1.66 acre feet of drainage is not <br />sufficient for this plat. <br /> <br />Acting Chairman Zimmerman referred to the August 5, 1986 report from Suburban <br />Engineering which reflects that the water table on Lot 4 of Block 2 could come <br />up as far as 3.7 feet; there should be a 6' separation between house floor and <br />highest water table recorded. <br /> <br />The Commission proceeded to review the City Engineer's initial report dated <br />July 31, 1986 and John Oliver and Associate's response to that report dated <br />August 4, 1986. <br /> <br />Commissioner Hendriksen noted that the drainage calcuations submitted by the <br />developer state that the ponding area is capable of accumulating 11,000 cubic <br />feet of water; 1.66 acre feet interprets to capability to accumulate 70,000+ <br />square feet of water; plat is deficient by 60,000+ square feet even at the 1.66 <br />acre feet requirement. <br /> <br />Jeff Struvy - 8453 168th - There is a drainage problem in the area now; <br />additional development will increase that problem. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Shumway to table <br />Mr. Ken Johnson's request for preliminary plat approval of Autumn Heights <br />Meadows until the point of water retention is clarified. <br /> <br />Further Discussion: Commissioner Shumway requested a written report from the <br />City Engineer. Commissioner Deemer noted that according to the letter from <br />John Oliver and Associates dated August 5, 1986, Mr. Caswell wants to fulfill <br />some preliminary plat requirements after preliminary approval and prior to <br />final approval; P&Z does not get the opportunity to again review the plat after <br />preliminary approval and would like to see all requirements addressed prior to <br />preliminary approval. Commissioner Deemer stated that even if drainage <br />retention was properly addressed, he would still vote no to preliminary plat <br />approval based on the other plat deficiencies. <br /> <br />Motion carried. Voting Yes: Acting Chairman Zimmerman, Commissioners Shumway, <br />Deemer, Howell and Hendriksen. Voting No: None. Absent: Chairman Peterson <br />and Commissioner LaDue. <br /> <br />Some of the Commission members would like to see the radius of the curve in <br />Nutria Street conform to City Code. <br /> <br />Commission consensus was to react favorably to a request for variance to cul-de- <br />sac length. <br /> <br />Case #2: Request For Preliminary Plat Approval Of Stanhope River Hi%l$; <br /> Qa~e Of Ann Canis And Tom Skiba: <br /> <br />Ms. Norris stated that additional information required regarding the plat was <br /> <br />Page 2 of 3 <br /> <br /> <br />
