Councilmember McGlone introduced the following resolution and moved for its adoption: <br />RESOLUTION #12 -10 -153 <br />RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS TO THE HOUSING AND <br />REDEVELOPMENT AUTHORITY (HRA) TO BE USED FOR THE PURCHASE OF <br />WISER CHOICE LIQUOR AS OUTLINED IN THE REDEVELOPMENT PLAN OF <br />2007 <br />WHEREAS, in 2007 the city created a redevelopment plan for the area west of <br />Armstrong Boulevard; and <br />WHEREAS, even though the original project did not occur (Ramsey Crossings) the city <br />still desires to fulfill necessary public improvements that would enhance the improvement area; <br />and <br />WHEREAS, the city would like to purchase Wiser Choice Liquor, which would hold <br />true with the redevelopment plan, that the designated area would be acquired to make the <br />improvements necessary for the future Armstrong Boulevard Interchange which would enhance <br />the area to the west; and <br />WHEREAS, the city will be transferring $1.1M to the HRA when funds are received <br />from the County attributed to the Armstrong /Sunwood Drive Realignment Project. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council authorizes the transfer of funds to the City HRA fund to be <br />used for the purchase of Wiser Choice Liquor in the amount of $1.1M from city funds <br />obtained from Anoka County's share of the Armstrong /Sunwood Drive realignment project <br />to fulfill necessary improvements included in the redevelopment plan of 2007. <br />The motion for the adoption of the foregoing resolution was duly seconded by Mayor Ramsey, <br />and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Ramsey <br />Councilmember McGlone <br />Councilmember Backous <br />Councilmember Elvig <br />and the following voted against the same: <br />Councilmember Strommen <br />
