<br />TO WHOM IT MAY CONCERN:
<br />Notice is hereby given that the
<br />Ramsey City Council will meet at 7:00
<br />p.m. on Tuesday, September 25,
<br />2012, to pass upon the proposed
<br />assessment for past -due charges on
<br />your utility bill, (which may include
<br />water, sewer, street lighting, recy-
<br />cling, storm water utility charges, and
<br />penalties incurred) and current City
<br />services rendered.
<br />Affected property owners may at
<br />any time, between September 26,
<br />2012 and November 9, 2012, (prior
<br />to certification of the assessment to
<br />the Anoka County Auditor) pay to the
<br />City of Ramsey, the entire assessment.
<br />No interest shall be charged if the
<br />entire assessment is paid by Novem-
<br />ber 9, 2012. If an affected property
<br />owner decides not to prepay the
<br />assessment by November 9, 2012,
<br />the rate of interest that will apply is
<br />3.65 percent per year and will accrue
<br />from the date of adoption (Septem-
<br />ber 25, 2012 to December 31, 2013).
<br />The right to partially prepay the
<br />assessment is not available.
<br />The proposed assessment roll is
<br />on file for public inspection at the
<br />City Administrator's office. If you
<br />wish to object to the assessment of
<br />unpaid utilities, you may file your
<br />written or oral objection at the
<br />Assessment Hearing at 7:00 p.m., on
<br />Tuesday, September 25, 2012, at
<br />Ramsey Municipal Center, 7550
<br />Sunwood Drive N.W., Ramsey, Min-
<br />nesota.
<br />If you wish, you may appeal the
<br />assessment of unpaid utilities to
<br />Anoka County District Court under
<br />Minnesota Statutes, Section 429.081.
<br />To do so you must:
<br />1. File a signed, written objection
<br />to the amount of that assessment,
<br />prior to the September 25, 2012
<br />Assessment Hearing, or present the
<br />written objection to the presiding
<br />officer at the Hearing.
<br />2. Serve notice of the appeal to
<br />the Mayor or the City Clerk within 30
<br />days after the adoption of the
<br />assessment and file'such notice with
<br />the District Court within 10 days after
<br />the notice was served to the Mayor or
<br />the City Clerk.

<br />(A) The newspaper has complied with all of the requirements constituting qualifications
<br />as a qualified newspaper, as provided by Minnesota Statue 331A.02, 331A.07 and other

<br />(13) The printed NOTICE OF PUBLIC HEARING (9/25/12), which is attached was cut
<br />from the columns of said newspaper and was printed and published once a week for two
<br />consecutive weeks; it was first published on Friday, the 7th day of September, 2012, and was
<br />therefore printed and published on every Friday to and including Friday, the 14th day of
<br />September, 2012.
