Many on the Planning and Zoning
Commission feel they are doing commercial developers a disfavor by not
requiring all standards to be complied with right from the beginning.

Chairman Greenberg stated that the Economic Development Commission is concerned
that the guidelines that are in place are not being enforced and are difficult
to enforce; there also needs to be a long range plan for developing the
industrial area.

Commissioner Deemer noted that P&Z just completed recodification and the next
task will be to review performance standards in the business/industrial area.

Chairman Peterson suggested that if Ramsey gets too restrictive, development
will not happen.

Commissioner Ippel replied that restricting certain kinds of development to
certain areas is not being too restrictive.

Chairman Peterson brought up for discussion whether or not there is too much
industrial property in Ramsey and should a moratorium be placed on rezoning
borderline residential property to industrial.

Commissioner Fults stated that based on surveys, a very good rate of industrial
development would be 20 acres/year; on that basis, Ramsey has enough industrial
property to last 140 years.

Commissioner Ippel stated that he doesn't feel there is too much industrial
property in Ramsey, but there has to be a plan for developing it.

Discussion ensued regarding businesses that have been priced out of other
communities obtaining conditional use permits and locating in Ramsey.
