require a permit as Ramsey's zoning ordinance does not address storage <br />facilities. <br /> <br />The Commission amended the findings of fact as follows: <br /> <br /> Item #8.c Should read as follows: 'There is a similar use in the <br /> City.' <br /> <br />Commission noted that the Environmental Protection Ordinance limits impervious <br />surface coverage to 30%; the plans for the mini storage facility show 85% <br />surface coverage; has DNR submitted input on this issue? <br /> <br />Ms. Norris stated that John Stein's only concern was that Ramsey have a storm <br />water management plan in place for that portion of the City and there is. <br /> <br />Mr. Dubats stated that he has revised his plan and decreased the impervious <br />surface coverage to 76%; DNR agreed to the plan but stated it would be a City <br />decision. Mr. DuBats stated he can revise the plan even further by putting in <br />crushed rock rather than blacktop driveways. <br /> <br />Item #7 <br /> <br />Should read as follows: 'That the applicant is proposing to <br />cover 85% of the total lot with buildings and other impervious <br />surfaces. A second plan provides crushed rock in lieu of <br />blacktop driveways which would reduce the area covered by <br />impervious surface to 76%, according to developer's statistics.' <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Zimmerman to adopt <br />the findings of fact, as amended, relating to Mr. Bill Dubat's request for a <br />conditional use permit and variance to construct a mini storage facility and to <br />exceed maximum impervious surface coverage at 13760 Ebony Street NW. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Shumway, Deemer, <br />Zimmerman and Howell. Voting No: None. Absent: Commissioners Hendriksen and <br />LaDue. <br /> <br />Commission expressed concern with the locating being in the high water table <br />and environmentally sensitive area. <br /> <br />Commission proceeded to amend the proposed conditional use permit agreement as <br />follows: <br /> <br />Add Item #9 <br /> <br />'That the storm water drainage plan for the subject parcel <br />be approved by the City Engineer prior to any action taken <br />by City Council.' <br /> <br />Item #3 <br /> <br />Should read as follows: 'Any lighting on the premises used <br />to illuminate the structures or parking areas shall be <br />arranged to deflect away from any adjoining property or <br />public structure.
