Al Pearson, 14821 Bowers Drive, President of the Anoka County Historical Society, announced <br />that Ramsey was chosen to sponsor a Christmas ornament for the Anoka County tree. He asked <br />the Council to designate someone to present the ornament on December 4, 2012, at 7 p.m. <br />4. CONSENT AGENDA <br />Motion by Councilmember McGlone, seconded by Councilmember Backous, to approve the <br />following items on the Consent Agenda as revised to remove Case 4.05: <br />4.01: Receive Cash & Investments for Period Ending October 31, 2012 <br />4.02: Receive September 2012 Financial Reports — General Fund and Enterprise Funds <br />4.03: Receive Building Permit Revenue Report for 2012 <br />4.04: Consider Lease Agreement with Independent Auto Service, Inc. for use of Cold Storage <br />Area; and Consider Sublease Agreement with First Choice Towing (6745 Highway 10) <br />/1.05: Considcr EDA Revolving Loan Fund (RLF) Application This item was removed from <br />the Consent Agenda and considered as Case 7:04. <br />4.06: Introduce Ordinance to Amend City Code Chapter 117, Article II, Division 8 (Signs) <br />Related to Temporary, Construction, Real Estate, and off - Premises Signs <br />4.07: Introduce Ordinance for 2013 Schedule of Rates, Fees and Charges <br />4.08: Approve Request to Declare Surplus Property <br />4.09: Adopt Resolution #12 -11 -169 Approving Cash Disbursements Made and Authorizing <br />Payment of Accounts Payable Invoicing Received During the Period of October 17, 2012 <br />through November 7, 2012 <br />4.10: Adopt Resolution #12 -11 -170 Adopting the 2013 Parking Ramp Maintenance Budget and <br />Adopt Resolution #12 -11 -171 Allocating the Parking Ramp Maintenance Costs per the <br />Adopted 2013 Budget based on each parcel's allocated share as outlined <br />4.11: Adopt_ Resolution #12 -11 -172 Accepting the City Administrator's Performance <br />Evaluation <br />4.12: Report from Finance Committee — Meeting dated October 23, 2012: <br />1) Award Contract for Banking Services — Ratify the recommendation of the Finance <br />Committee and adopt Resolution #12 -11 -173 Awarding Banking Services to Bank of <br />the West for services to begin January 1, 2013. <br />4.13: Report from Public Works Committee — Meeting dated October 16, 2012: <br />1) Review Bid for Snow Removal at Parking Ramp and Municipal Center — Ratify the <br />recommendation of the Public Works Committee to approve the $16,850 bid for snow <br />removal service with Complete Grounds Maintenance for the Municipal Center and <br />use City staff and equipment for snow removal services at the parking ramp for the <br />2012 -2013 snow season. <br />2) Resident Concern — 167 Avenue (IP 08 -27) — Ratify the recommendation of the <br />Public Works Committee to direct staff to explore options and obtain two bids for <br />raking out soil, adding top soil, and installing sod with the work to be completed by <br />May 1, 2013. <br />3) Sunwood Drive Project — Completion of Signal System, Irrigation System, and <br />Sidewalks — Ratify the recommendation of the Public Works Committee to approve <br />the requested extension of time to December 31, 2012, or 10 days after delivery of <br />mast arm, for completion of the signal system with the understanding that the work <br />City Council / November 13, 2012 <br />Page 3 of 8 <br />
