7.07: Report from the Public Works Committee Meeting dated November 20, 2012: <br />1) Well #4 Motor and Pump Repair <br />• <br />3) Discuss 2013 Capital Improvement Street Projects <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to ratify the recommendation of <br />the Public Works Committee in Case 7.07:1), to award the written quote of E.H. Renner in the <br />amount of $18,843.00 for all parts and labor necessary to repair the pump bowls, replace all drop <br />pipe, check valve including installation and start up assistance, and the written quote of <br />Submersible Motor Engineering USA in the amount of $10,983.00 for all parts and labor to <br />make all necessary repairs to the 150 HP Hitachi 12 -inch pump motor including testing and a 12- <br />month warranty; and in Case 7.07:3), accept review of the 2013 Capital Improvement Program. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, McGlone, Strommen, <br />Tossey, and Wise. Voting No: None. Absent: Councilmember Backous. <br />7.07: Report from the Public Works Committee Meeting dated November 20, 2012: <br />2) Consider Proposal — Highway 47 and CSAH 116 Intersection Study <br />Mayor Ramsey indicated he removed this item from the Consent Agenda because he opposed <br />ordering a study of the Highway 47 and CSAH 116 intersection due to the potential that the State <br />could eliminate an access that would negatively impact retail businesses. He recommended <br />postponement of this study until the City can hold discussion with the State and others. <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone, to postpone indefinitely the <br />proposal of WSB in the amount of $24,082 for the Highway 47 and CSAH 116 intersection <br />study plus an additional $3,840 for traffic counts and direct staff to have additional discussions <br />with Mn/DOT and the City of Anoka about long -term impacts. <br />Further discussion: Councilmember McGlone voiced his support of the motion, indicating the <br />City should not expend dollars to study a State roadway. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Elvig, Strommen, <br />Tossey, and Wise. Voting No: None. Councilmember Backous. <br />7.06: Consider Entering into a Purchase Agreement for the Property Located at 8901 — <br />146 Avenue NW, Minnesota, owned by USCO Corp. <br />Councilmember Wise recused himself due to a potential conflict of interest and left the Council <br />Chambers at 9:05 p.m. <br />City Attorney Goodrich reviewed that during a previous closed session, the Council directed <br />staff to make an offer to the land owner. He reported an agreement has been reached with the <br />property owner at the Council- authorized price and lease terms. However, relocation fees <br />remain to be determined. City Attorney Goodrich advised if the Council was supportive of that <br />offer, there was no need to move this matter to closed session. <br />City Council / December 11, 2012 <br />Page 11 of 13 <br />
