CC Regular Session <br />Meeting Date: 01/22/2013 <br />Submitted For: Dean Kapler By: Dean Kapler, Fire Department <br />Information <br />4. 8. <br />Title: <br />Accept State Fire Marshal Grant for Shared Fire Services and Enter into a Contract with Emergency Services <br />Consulting International. <br />Background: <br />The communities of Ramsey, Nowthen, St Francis, Oak Grove and Bethel have been meeting since October 2011 <br />discussing the feasibility of a Shared Fire Service. In late 2012, all five communities agreed to pursue a State Fire <br />Marshal Grant to hire a consultant to examine the feasibility of the shared concept. At the end of 2012, the State <br />Fire Marshal's office awarded the five communities a grant totaling $29,494 with a matching contribution of $3,277. <br />The Shared Fire Service Group discussed the most equitable way to pay the matching contribution and decided to <br />use a population breakdown. Using this method, the matching contribution would be distributed as follows: Ramsey <br />$1,802.35, Oak Grove $589.86, St Francis $524.32, Nowthen $327.70, and Bethel $32.77. Per the grant contract, <br />soft costs such as staff time spent with the consultant can reduce the required match. The participating cities will be <br />invoiced by the City of Ramsey for their respective contributions. <br />Fire Chief Dean Kapler will act as the primary contact for this project. Finance Director Diana Lund will be the <br />Finance contact. It should be noted that Ramsey will accept the grant monies and pay the consultant fees along with <br />receiving the matching amounts from the other communities. <br />The purpose of this case is two -fold: Accept the State Fire Marshal Grant in the amount of $29,494 and also enter <br />into a Personal Services Contract with Emergency Services Consulting International for the same amount. <br />Recommendation: <br />Staff recommends City Council enter into both the Minnesota State Fire Marshal Grant in the amount of $29,494 <br />and the Personal Services Contract from Emergency Services Consulting International in the amount of $29,494. <br />Funding Source: <br />Ramsey's portion of the matching amount ($1,802.35 max) will be paid from line item 6315 (Misc Professional <br />Services) The 2013 budget included $15,000 as a contingency amount if there was no grant awarded. <br />Council Action: <br />Authorize staff to enter into a grant contract with the State Fire Marshal's Office in the amount of $29,494. <br />- and - <br />Authorize staff to enter into a Personal Services Contract with Emergency Services Consulting International in the <br />amount of $29,494. <br />Attachments <br />Contracts <br />Grants <br />Form Review <br />
