HRA Special Session <br />Date: 01/18/2011 <br />By: Heidi Nelson <br />Administrative Services <br />Information <br />Title: <br />Consider Scope of Special Services District for The COR at Ramsey <br />Item #: 6. 1. <br />Background: <br />The Development Management Team has been working for some time on a scope of services that would be <br />provided for the maintenance and operations via a Special Services District (SSD) for Ramsey's downtown <br />development, The COR. As the HRA will recall, the former Master Developer for this development project had <br />established a master association for this area. It has been the general direction of the HRA to proceed with <br />establishing a SSD and minimize or abandon the master associate that was established by the master developer. <br />The HRA is a majority voting member of the master association, Jim Deal (PSD LLC) also has membership in the <br />association commensurate with his land holdings within the association boundaries. <br />The Development Management Team is prepare to review the draft scope of services and draft budget for the new <br />SSD with the HRA in their role and landowner. With feedback from the HRA on the 18th, staff would finalize <br />documents and present the ordinance establishing the SSD, scop and budget at an upcoming City Council meeting <br />for consideration. <br />Attached to this case are the draft scope, budget, boundaries and the state statute that guides the creation and <br />administration of the SSD. <br />Notification: <br />No notifcation is required for this discussion. When the SSD is presented to the City Council, notice may be <br />required. Staff will comply with state law regarding that notification requirement. <br />Recommendation: <br />Staff recommends that the HRA review the SSD scope, budget and boundaries from the perspective of landowner <br />subject to the SSD and provide feedback to the DM Team. <br />Funding Source: <br />Legal work to establish the SSD will be funded by the HRA budget for legal.
