RAMSEY CITY COUNCIL <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Wednesday, September 5, 1990 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />Improvement Project 4/89-15 (sanitary sewer, watermain, storm sewer and street improvements of <br />Dolomite Street N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br />Councilmember Richard Cich <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />Peter Raatikka, Hakanson Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:47 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that Project//89-15 is not yet complete and the assessment hearings are being <br />held in order to certify the assessments to the County by October 10, 1990. The residents will <br />have 30 days to pay the assessment without incurring any interest. The total project cost is <br />$145,442.53; $70,296.16 represents trunk costs and $75,146.37 represents costs for laterals and <br />streets. There is one commercial property to be assessed on a front footage basis at $70.08 per <br />foot for an assessment of $18,921.60. The remaining amount of $56,224.77 will be assessed to <br />eight residential units for a per unit cost of $7,028.10. Mr. Raatikka noted that this particular <br />project is more costly because a lift station was required. <br /> <br />CITIZEN INPUT <br /> <br />Steve Blakemore - 13659 Dolomite Street N.W. - Mr. Blakemore stated that he would like to take <br />this opportunity to serve notice of his objection to his proposed assessment of $14,056.20. Mr. <br />Blakemore noted that he is being assessed for two units, but he has only one lot of record. <br /> <br />Mr. Raatikka replied that Mr. Blakemore's lot has a sufficient amount of frontage to make it <br />possible to subdivide the parcel into two lots. Mr. Blakemore stated that he believes the location of <br />the existing house on the property prohibits a reasonable subdivision of the lot. <br /> <br />Mr. Blakemore stated that the property would be damaged by the subdivision and would not <br />support a $15,000 assessment. Mr. Blakemore added that he is not prepared to prove damage to <br />the property by a subdivision at this hearing, but he is in the process of gathering the necessary <br />information to do so. <br /> <br />City Council Public Heating / September 5, 1990 <br /> Page 1 of 2 <br /> <br /> <br />
