his old age by putting in a deep well and the best on-site septic system he could get which has not
been pumped for 29 years. Mr. Dickenson stated that this evening when he got home, there was a
tag on his door from the City Assessor, so he supposes the City is going to charge him even more
for living there after having to pay a seven thousand dollar assessment and having the area tom up
all summer. Mrs. Dickenson stated that the assessor will raise the property value because sewer
and water are now in the area and the property taxes will go up. Mr. Hartley confirmed that
property will be improved by the improvements in the street. Mrs. Dickenson replied that she will
not realize the benefits of the improved property value unless she sells the property and she does
not intend to sell it in her lifetime.

The City Council directed Mr. Raatikka to check into all those residents who complained of
driveway problems and report to Mr. Hartley with the results.

Motion carded. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and
Peterson. Voting No: None.

ADJOURNMENT

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn the public
hearing.

Further discussion. Councilmember Cich inquired if it is appropriate to adjourn the public hearing
before a report is made on the driveway situations. Mr. Hartley replied that City staff will be
checking into the driveway complaints and reporting back to Council. Councilmember Cich
inquired as to what the consequences will be if sod was laid on sand as part of the restoration
portion of the project. Mr. Hartley stated that the City will have to decide the responsibility of the
contractor and the contractor will have to do the project right. Councilmember Cich stated that the
names of the contractor and subcontractors in this project should be noted for future reference in
awarding projects and granting licenses. Mayor Reimann stated that Peter Raatikka should make
an inspection of the area the first thing on Thursday morning, September 6, 1990.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and
Peterson. Voting No: None.

The public hearing adjourned at 8:42 p.m.

Respectfully submitted,

Sylvia Frolik
Zoning Administrator

David Hartley
City Administrator

City Council Public Hearing / September 5, 1990
Page 4 of 4
