COUNCIL BUSINESS <br /> <br />Case /ti: Adopt resoln~/ion approving development agreement with Ramsey <br /> Investments (Parabody, Inc. TIF project). <br /> <br />Mr. Hartley stated that the proposed agreement constitutes an agreement between Ramsey <br />Investments and the City of Ramsey for the purpose of Ramsey Investments stating that they will <br />construct the building for Parabody, Inc. and they will pay the necessary taxes and that the City <br />will carry a lien on that property until a sufficient amount of tax increment has been received to <br />cover the cost of the City's investment in the property. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt Resolution <br />#90-09-292 entering into a contract for private development of improvements of Development <br />District #1 and Tax Increment Financing District 4/2 with Ramsey Investments. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and <br />Peterson. Voting No: None. <br /> <br />Case #3: Introdll¢e moratorium ordinance concerning siting of adult <br /> enlertainmen! establishments. <br /> <br />Mr. Hartley stated that the previous ordinance adopted by the Ramsey City Council to establish a <br />moratorium on the siting of adult entertainment uses will soon expire. In addition, the City <br />schedule for hearings and adoption of pe~xnanent adult entertainment regulations is planned for <br />outside of that moratorium. Mr. Hartley stated that staff is requesting that City Council introduce <br />another ordinance to extend the moratorium period for another sixty (60) days. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to introduce an <br />ordinance extending the moratorium term of City Ordinances #90-9 and//90-10. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and <br />Peterson. Voting No: None. <br /> <br />PUBLIC HEARINGS <br /> <br />Mayor Reimann adjourned the special meeting at 7:30 p.m. in order to conduct the following <br />public hearings: <br /> <br />Improvement Project #87-27 (sanitary sewer and watermain trunk line extensions to <br />Juniper Woods Addition) <br />Improvement Project #89-14 (sanitary sewer, watermain, storm sewer and street <br />improvements in Juniper Woods Addition) <br />Improvement Project #90-12 (bituminous surfacing improvement of 178th Avenue N.W. <br />and 178th Circle N.W.) <br />Improvement Project #90-10 (bituminous surfacing improvement of Baugh Street N.W.) <br />Improvement Project #89-15 (sanitary sewer, watermain, storm sewer and street <br />improvements of Dolomite Street N.W.) <br />Improvement Project //89-13 (sanitary sewer, watermain, storm sewer and street <br />improvements of Rivlyn Avenue N.W.) <br /> <br />Mayor Reimann called the special City Council meeting back to order at 8:42 p.m. <br /> <br />City Council / September 5, 1990 <br /> Page 3 of 6 <br /> <br /> <br />
