Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and
Peterson. Voting No: None.

Case #11: Appointments to Charter Commission

Mr. Hartley stated that there currently exists six vacancies on the Charter Commission. The City
has not advertised for applicants to that Commission. The appointments to that Commission are
made by the District Court Judge. Mr. Hartley explained that State law provides that if Council
nominates individuals and no one objects to the nominations, the District Judge will usually accept
the nominations.

Councilmember DeLuca stated that he would like to see the vacancies advertised.

Mr. Hartley noted that if the Charter Commission does not meet before the end of the year, that
Commission will cease to exist according to State law.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to direct City Staff
to advertise to fill the vacancies on the Charter Commission in the Ramsey Resident Newsletter and
the local newspapers.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and
Peterson. Voting No: None.

Case #12: Adopt Extending the Effective Period of the City's Moratorium
Ordinance on Siting of Adult Entertainment Uses.

Mr. Goodrich recalled that Council introduced the proposed ordinance to extend the moratorium
period for siting adult entertainment uses on September 5, 1990. Mr. Goodrich noted that he also
modified the proposed ordinance slightly to add reference to the earlier versions in this series of
ordinances.

Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt Ordinance #90-
20 which is an ordinance extending the adult entertainment siting moratorium ordinance.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson and
Peterson. Voting No: None.

MAYOR AND COUNCIL INPUT:

Mr. Hartley noted that staff is continuing to work to develop proposed adult use zoning.

Mr. Hartley referred to previous discussions about a possible park bond issue and noted that the
Park Bond Committee is continuing to work on that and the discussion to date is that the group
would like to see three questions on the ballot: Parks, recreation centers, and swimming pools.
Mr. Hartley noted that it is also possible that the park bond issue will not be on the November
Election Ballot and consideration will have to be given to a special election in order to allow time to
poll the community to obtain input as to what is desired.

City Council/September 10, 1990
