4 tN 40 LEGISLATION/METROPOLITAN COUNCIL <br /> <br />Mr. Hartley reported the FHA has issued a notice that they will <br />continue to do spot appraisals In financing residential housing, <br />though they will no longer be giving consideration of the 4 in 40 <br />rural density. The committee is still holding on the 4 in 40 rural <br />density, though there have been other criteria introduced such as <br />requiring two septic systems to be built on one lot. He noted that <br />there will be new appointments to the Metropolitan Council. <br /> <br />Councilmember Clch stated he has written to Governor-Elect Carlson <br />expressing his opinion on home rule and the Metropolitan Council, <br />though he has not had a reply. He expressed his displeasure with <br />the direction being taken by the elected State officials. <br /> <br />Deputy Mayor Peterson explained the City's policy has been that the <br />zoning and development laws should be the jurisdiction of the local <br />government, that Ramsey Is not going to prematurely need to bring <br />sewer into the City, and that the 4 in 40 requirement is not needed <br />in the City. They are basically back to looking at 2 1/2-acre lots <br />in the rural area. Mr. Harte]y thought it may not be wise to have <br />2 1/2-acre lots in areas that will ultimately be sewered because it <br />would basically stop the expansion of the urban area. The City <br />might look at 10-acre parcels in areas that will be serviced and <br />2 1/2-acre lots in areas that will remain rural. <br /> <br />Deputy Mayor Peterson suggested the item can be discussed in <br />greater detail at a future meeting. <br /> <br />LANDFILL: TIPPING FEES. ETC. <br /> <br />Deputy Mayor Peterson explained that unless Waste Management <br />reaches a particular volume, they will pay the tipping fee as <br />scheduled. Mr. Hartley stated he just received notice that Waste <br />Management has raised their rates back to their previous levels, so <br />they have more or less abandoned the tipping fee reduction. The <br />City Is receiving that fee. Deputy Mayor Peterson explained the <br />volume Is way down because Elk River underbid them again, and <br />because the amount of raw garbage going into it Is down due to <br />recycling. Mr. Hartley said at that rate of fill, the capacity <br />they have licensed for will keep the landfill open for many years. <br /> <br />Deputy Mayor Peterson noted the agreements and Conditional Use <br />Permits that have been entered Into that the new Counci]members may <br />want to review. Those documents specifically asked for were 1) the <br />purchase agreement, 2) the vertical expansion Special Use Permit, <br />3) the agreements with Anoka County for licensing, and 4) items <br />having to do with the State. <br /> <br />SPECIAL CITY COUNCIL/DECEMBER 5, 1990 <br /> Page 4 of 7 <br /> <br /> <br />
