Basically, the Firefighters expressed surprise at what they <br />considered lack of coverage and their concern of putting their <br />lives on the line without additional coverage. Ms. McA]oney <br />explained Mr. Guimont has told her he is requesting compensation <br />from the time of the injury, October 21, and that he would settle <br />for $3,000 to carry him over to December 31, or $800 for two <br />months. <br /> <br />Mr. Gulmont asked for what he thought is fair, that he didn't think <br />he should have to bear the full responsibility for what happened. <br />Mayor Reimann stated as a self-employed person, he had the option <br />of carrying his own disability insurance. Mr. Guimont replied that <br />he could do that for his own job, but he shouldn't have to do so <br />for the City. And if he had known about the limited coverage as a <br />fireflghter, maybe he would have done something about it. However, <br />no one knew about what was going on, again stating he shouldn't <br />have to take the whole brunt of the situation. <br /> <br />MOTION by DeLuca, Seconded by Peterson, to compensate Jay Guimont <br />for $800 a month as proposed in the tentative short-term <br />disability. If and when that short-term disability policy is in <br />force, If the benefit Is more than that, ~f should be <br />upgraded to that. If it ts less, we will leave it at $800 for this <br />special case for two months. Motion carried unanimously. <br /> <br />The Council recessed at 9:17 p.m.; reconvened at 9:40 p.m. <br /> <br />CASE #7: <br /> <br />Request to Connect to City's Storm Sewer System by <br />Waste Management of Minnesota, Inc. <br /> <br />Mr. Hartley reviewed the background of the plan of Waste Management <br />of Minnesota, Inc. to drill several barrier wells around the <br />landftl] and pump out the groundwater, air strip it, and discharge <br />the groundwater into the Mississippi River. In order to accomplish <br />this, WMMI proposes to construct a forced main to where the water <br />could be discharged into the City's storm sewer where it will then <br />discharge to the Mississippi River. He also reviewed the concerns <br />of the Staff as outlined in the Agenda material. <br /> <br />Mr. Hartley stated one concern is that the City have no obligation <br />to obtain or monitor an NPDES permit. Mr. Otter has assured him the <br />City will not be involved, but at this point he has not received <br />anything in writing to that effect. He continued that WMMI has also <br />agreed to Install a monitoring system so that if water levels in <br />the storm sewer begin to get too high, the pumps at WMMI will be <br />turned off until the total discharge capacity is reduced. He stated <br />he is reasonably sure that such a system in place will meet the <br />needs of the community. The remaining issue is the quality of <br />water that will be discharged and Its impact on the Mississippi <br />River.
