NOTION by Pearson, Seconded by DeLuca, <br />DISCUSSION: Attorney Goodrich ffelt it <br />draft back to the December 18 meeting. <br /> <br />may be possible to bring' a <br /> <br />A woman asked how far could the water drop in the aquifer and what <br />happens to the pollutants being taken out of the water. Mr. Otter <br />reviewed the location and depths of their monitoring wells where <br />they will be able to predict the different levels. He also <br />explained the two carbon absortion filters wi]l be continuously <br />rep|aced and generally are treated as hazardous waste because they <br />contain high leve]s of VOCs. The waste would not go back into the <br />landfill. <br /> <br />VOTE ON MOTION: Carried unanimously. <br /> <br />CASE #15: <br /> <br />Receive Letter from Waste Management of Minnesota, <br />Inc. Regarding Increase in Disposal Rate at the Anoka <br />Regiona! Sanitary Landfill <br /> <br />Mr. Otter explained recently they came to the City of Ramsey <br />requesting a reduction in tipping fees. At this time they are <br />unable to keep the total volume needed to support the lower <br />prices. So they will continue to pay the full fee. They are <br />trying to encourage additional volume into the landfill, and if <br />they come up with another proposa], they will again bring it to the <br />City for consideration. No Council action was taken. <br /> <br />CASE ~8: <br /> <br />Review Independent Auditor's Report, Management Letter <br />and City's Response <br /> <br />Mr. Kenneth Malloy, Pannell Kerr Forster - reviewed his <br />Management Letter dated July 2, 1990 relating to the 1989 audit <br />done for the City and suggestions for improvements. He noted the <br />City has improved its General Fund financial position to a healthy <br />fund balance and highlighted some suggested corrective actions to <br />avoid problems in the future. In addressing the City's response <br />letter, Mr. Malloy felt the City is addressing the questions and <br />suggestions his firm has made, hoping the proposals will be <br />followed through ahd accomplished. His only concern would be if <br />the same proD]ems incurred this past year happen again next year. <br /> <br />No Council action was taken. <br /> <br />CASE #14: Cystic Fibrosis Foundation Premise Permit <br /> <br />Mr. Hartley explained the applications for the Cystic Fibrosis <br />Foundation at two different businesses for pull tabs and bingo. <br />Also Included Is the Lawful Gambling Lease Agreement between the <br />Cystlc Fibrosis Foundation and Jonathon Ross, Inc. <br /> <br />CITY COUNCIL/DECEMBER 11, 1990 <br /> Page 14 of 17 <br /> <br /> <br />
