CASE #3: Ramsey Fire Department Relief Association By-Laws

Mr. Goodrich explained the Fire Board has recommended Council
approval of their By-Laws for the Relief Association. There is no
requirement that they be approved prior to December 31, 1990, as
any state funds available for 1991 would be deposited with the City
and turned over to the Relief Association once the By-Laws are in
place.

Counci]member Cich stated many of his questions were answered when
he met with the Fire Board. At this time he had no problem with
the proposal, though there has been some indications by the
Councllmembers-E]ect that they would like to took at this. He
recommended the item be tabled to allow the next Council to
consider it.

MOTION by Cich, Seconded by DeLuca, to so move. FURTHER
DISCUSSION: Councilmember DeLuca felt some terms could be more
clearly defined, such as "pensioneer" and "vested". Attorney
Goodrich felt that is a good point. He also noted that any changes
to these By-Laws In the future would be made by a 2/3 vote of the
membership, not by the Council.

Tom Ho~ter, Ramsey Fire Department - stated they are anxious to
get this item finished as soon as possible to begin moving on, and
he didn't s~e any reason why this should be tabled because the new
Council has'been it. Counci]member Cich felt the new Council
should have some input on the matter. He felt this is too
important to rush through, not wanting to make a mistake that will
lose benefits later on. Councilmember Pearson pointed out the Fire
Board met and did recommend that the Council adopt the By-Laws.
Counci]member Cich recommended the matter be placed on the January
22, 1991 Council Agenda.

VOTE ON MOTION:
Motion carried.

YES-Cich, DeLuca, Peterson, Reimann; NO-Pearson.

CASE #4:

City Contribution for the Ramsey Fire Department
Relief Association

Councllmember Clch stated he is opposed to the expenditure of
$17,500 to the Fire Department Relief Association. It isn't in
this year's or next year~s budgets; and while the new Council will
be looking for ways to cut spending, it is hard to 3ustify this
amount of money for the Fire Department. The Council is also
looking at spending $5,700 to provide short-term disability
benefits for the FirefiGhters, plus they are covered by-Workers'
Compensation. He couldn't see contributing money for a private
pension fund to a training department.

CITY COUNCIL/DECEMBER 11, 1990
