Mr. Hartley agreed with Chief Griffin's recommendation that if the <br />Council agrees to the concept, the Relief Association should be <br />allowed to define the package, seek bids, obtain the insurance, and <br />maintain the program. It would eliminate time Staff would have to <br />spend on it, and he felt the Fire Department is better able to <br />reach a consensus among themselves as to the operation of the <br />program. <br /> <br />Mr. Hartley then noted that by tabling Case ~3, the Relief <br />Association has not yet been established. This may give them an <br />opportunity to write these proposed benefits into the By-Laws. <br />Chief Griffin explained the General Fund and Special Fund accounts <br />of the Relief Association, noting this program would be <br />administered through the General Fund, which has already been <br />established. <br /> <br />KenBeth Malloy, Pannell Kerr Forster, City's auditing firm - <br />explained the Relief Association is a separate entity ruled by its <br />own members and Is under the control of its By-Laws and the amount <br />of contribution the City allows. Once the money is given to the <br />Relief Association, the Council no longer has control over those <br />funds. <br /> <br />In further discussion on the mechanics of administering a <br />short-term disability program for the Firefighters, a suggestion <br />was to have the City administer the program for one year until the <br />Relief Association is established. The Council also suggested the <br />By-Laws have a provision in it that the funds provided by the City <br />for the program will be used for that disability insurance. <br />Another suggestion was that the Relief Association provide a copy <br />of the premium statement as assurance that the funds are being used <br />for that purpose. Ms. McAloney also noted a policy will not be in <br />effect until after the first of the year because bids will be <br />taken. <br /> <br />MOTION by DeLuca, Seconded by Clch, to have Staff proceed with <br />short-term disability for the Fire Department, seek and receive <br />bids and get the ball rolling on that for one year, and that the <br />Association will change their By-Laws, and it wi]] run through <br />them for the second year and afterwards. FURTHER DISCUSSION: <br />Counci]member DeLuca stated it is with the understanding that the <br />cost will not exceed $5,750 for the year. Motion carried <br />unanimously. <br /> <br />CASE #6: Workers' Compensation Claim for Jay Guimont <br /> <br />Mr. Hartley explained Jay Guimont was injured fighting a fire and <br />is receiving medical benefit from Workers' Compensation benefit <br />insurance provided by the City.
