CC Regular Session 4. 14. <br />Meeting Date: 02/26/2013 <br />Submitted For: Patrick Brama By: Patrick Brama, Administrative Services <br />Information <br />Title: <br />Introduce Ordinance #2013-06 Authorizing the City of Ramsey to Sell/Convey Surplus Land (Windsorwood <br />Property) <br />Background: <br />As part of the Council's 2011 and 2012 strategic planning process, developing an inventory of surplus City owned <br />land was identified as a priority. A parcel located at 178th Ave and Vicuna St, known as the Windsorwood <br />property, was identified as surplus City owned land ("Subject Property"). With Council direction, Staff worked <br />with nearby property owners to negotiate a sale of the Subject Property. <br />PURPOSE OF CASE: introduce an ordinance to sell the Subject Property. <br />CASE HISTORY: this case was originally reviewed by the City Council on December 8, 2013. At which time, <br />the original offer from Mr. Pomroy was rejected by the City and a counter offer was made (90% of appraised <br />value). On February 12, 2013 the City Council reviewed a second offer from Mr. Pomroy. The Council agreed to <br />Mr. Pomroy's second offer by consensus and directed Staff to move forward with the transaction. Subsequent to <br />this case, Staff will bring back a case to adopt the attached ordinance and approve a purchase agreement with Mr. <br />Pomroy. <br />Notification: <br />NA <br />Observations/Alternatives: <br />The Subject Property was brought before the Council a number of times in 2012 and it was rezoned RI Residential <br />in October. Staff worked with nearby property owners to gage interest in their purchase of the Subject Property. <br />Interest in it was expressed by three nearby property owners. At an October Council work session, Staff was <br />directed to give nearby property owners the "first chance" to purchase the Subject Property. <br />The County values the Subject Property at $50,000. A private appraisal of the Subject Property came in at $49,000. <br />Mr. Pomroy's second offer is $42,000. <br />Attached to this case is all correspondence between the City and nearby property owners, a property profile, <br />adopted ordinance to rezone the Subject Property, two written offers from Mr. Pomroy, findings of fact, private <br />appraisal and Policy for the Disposition of City Owned Land. <br />Recommendation: <br />Introduce Ordinance #13-06 AUTHORIZING THE CITY OF RAMSEY TO SELL/CONVEY SURPLUS LAND <br />Funding Source: <br />NA <br />Council Action: <br />Introduce Ordinance #13-06 AUTHORIZING THE CITY OF RAMSEY TO SELL/CONVEY SURPLUS LAND <br />
