HRA Special Session Date: 01/25/2011 By: Heidi Nelson Administrative Services Title: Consider Proposal for Mass Grading Plan for The COR Background: As a private development project, Ramsey Town Center had completed numerous design components within the project, and the City of Ramsey has completed several more design efforts in contemplation of this projects completion. Since rebranding and reconfiguring the majority of the the site, The COR is now in need of a review of those design components, and the completion of a new set of exhibits and plans to manage the import and export of materials to the site. In general, we know that the site is short of the material necessary to complete the project, and want to position the project to best evaluate the opportunities for imported material as it becomes available in the marketplace. This request comes from the Public Works committee in response to a proposal received and consideration of the availability of import materials. Attached is a proposal for engineering services, pursuant to the DM contract, to complete the following tasks: • Compile existing topographic information from various sources, and perform limited field surveys to verify and complete the data. • Perform the analysis and design necessary to complete a Mass Grading Exhibit sufficient to gain an understanding of the conceptual grades anticipated for the overall project. • Complete a cut /fill exhibit sufficient to assess the areas of the project that will require the import or export of materials. • Complete a stockpile management plan for a designated area of the project to manage the temporary storage of materials and the erosion /sedimentation control aspects of the operation. • Facilitate necessary permitting to update the existing WMO permits and obtain an interim use permit on the designated site. With this effort completed, staff should have sufficient information to prepare and propose a policy to assist in the review of the current opportunity as well as others as they arise. By motion, approve the proposal from Landform Professional Services for the preparation of design and documentation as outlined in the attached work order.
