HRA Special Session <br />Date: 01/25/2011 <br />By: Heidi Nelson <br />Administrative Services <br />Title: <br />Consider Proposal for Mass Grading Plan for The COR <br />Background: <br />As a private development project, Ramsey Town Center had completed numerous design components within the <br />project, and the City of Ramsey has completed several more design efforts in contemplation of this projects <br />completion. Since rebranding and reconfiguring the majority of the the site, The COR is now in need of a review of <br />those design components, and the completion of a new set of exhibits and plans to manage the import and export of <br />materials to the site. In general, we know that the site is short of the material necessary to complete the project, and <br />want to position the project to best evaluate the opportunities for imported material as it becomes available in the <br />marketplace. This request comes from the Public Works committee in response to a proposal received and <br />consideration of the availability of import materials. <br />Attached is a proposal for engineering services, pursuant to the DM contract, to complete the following tasks: <br />• Compile existing topographic information from various sources, and perform limited field surveys to verify and <br />complete the data. <br />• Perform the analysis and design necessary to complete a Mass Grading Exhibit sufficient to gain an understanding <br />of the conceptual grades anticipated for the overall project. <br />• Complete a cut /fill exhibit sufficient to assess the areas of the project that will require the import or export of <br />materials. <br />• Complete a stockpile management plan for a designated area of the project to manage the temporary storage of <br />materials and the erosion /sedimentation control aspects of the operation. <br />• Facilitate necessary permitting to update the existing WMO permits and obtain an interim use permit on the <br />designated site. <br />With this effort completed, staff should have sufficient information to prepare and propose a policy to assist in the <br />review of the current opportunity as well as others as they arise. <br />Action: <br />Notification: <br />None required. <br />Recommendation: <br />Information <br />Item #: 6. 3. <br />By motion, approve the proposal from Landform Professional Services for the preparation of design and <br />documentation as outlined in the attached work order. <br />
