C SE #/.' <br /> <br />REQUEST FOR A VARIANCE FROM FRONT YARD SETBACK <br />REQUIREMENTS AND ACCESSORY STRUCTURE HEIGHT LIMITS; CASE OF <br />MR. STEVE PINEWSKI <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />B~ckground: <br /> <br />Mr. Steve Pinewski is proposing to construct a 4,480 square foot accessory structure on his 20 <br />acre parcel located at 6360 167th Avenue N.W. The principal structure on the property is located <br />approximately 1,000 feet from the property line. Mr. Pinewski is proposing to locate the new <br />accessory structure in the west side yard, but closer to the front property line than the principal <br />structure to avoid removal of a significant amount of blue spruce plantings and encroaching the on- <br />site drainfield and natural drainage area. <br /> <br />Also, Mr. Pinewski is proposing to construct a building that measures 60'x74' which complies <br />with size restrictions for accessory structures. Mr. Pinewski is proposing to construct the building <br />with a 5/12 pitch roof to match the home. The width of the building and the desired pitch will <br />cause the building to have a height of 24 feet and City Code limits accessory sumcture height to 16 <br />feet. The City Building Official is very concerned with the 16 foot height requirement and is <br />intending to amend accessory structure height limits during recodification. The Building Official <br />has explained that the City allows for large accessory structures but in the same vein prohibits <br />those buildings from being constructed because of the 16 foot height limit. The wider a structure is <br />built, the higher it will become with the standard 4/12 pitch roof. To go less than a 4/12 pitch roof <br />is neither practical nor recommended. The Building Official has stated that for safety, practical and <br />economical reasons, the accessory building height limit should be increased to at least 20 feet to <br />accommodate structures up to 40 foot wide with 12 foot doors and 4/12 pitched roofs. To <br />maintain a 16 foot height limit on the larger buildings or buildings with sidewalls that will <br />accommodate 12' doors, would require special engineered trusses which are an excessive cost to <br />the property owner. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan and proposal <br />Building plans <br />Proposed findings of fact <br />Proposed variance <br /> <br />Observations: <br /> <br />On November 13, 1990, the City of Ramsey received an application for a variance from Steve <br />Pinewski to construct an accessory structure nearer the front property line than the principal <br />structure and to exceed the 16 foot height restriction. <br /> <br /> <br />
