DATE: ~-11-90 <br />TO: CHIEF AUSPOS <br />FROM: ARNESON <br />SUBJECT: MANPOWER STUDY <br /> <br />Per your note concerning the manpower study for 1990 and 1991 I <br />made several reports since our last study covered 1987 and a <br />portion of 1988. ~ull year reports are now available for 1987, <br />1988 and 1989. Since 1990 is not complete I used the portion <br />from 1-1-90 to 5-31-90. I also made reports for 1987, 1988 and <br />1989 for the same time period. A report using the average of the <br />years was also made. A report showing the increase in calls for <br />the period of 1-1 and 5-31 from 1987 to 1990 was made. <br /> <br />This manpower study is for the number of patrol officers needed <br />on the street. This does not cover the detectives or other <br />support personnel. As the report for 1987 and 1988 shows the <br />manpower needed for the call load was at 9.04 and 9.58. For 1989 <br />this dropped to ..8..~7. The average for all three years was made <br />and this report shows that the manpower need is 9.06. The <br />current year, 1990, was not used in these reports as these were <br />for full years. <br /> <br />For comparison reports for the period 1-1 to 5-31 for the years <br />frc, m 1987 to 1990 were made. For 1987 it was 6.67, 1988 it was <br />10.31, 1989 it was 7.46 and for 1990 it was 9.84. The average <br />report for this period showed a manpower need of 8.53. <br /> <br />There was an overall increase of 20~ for Calls for Service for <br />the period of 1-1 to 5-31 from 1987 to 1990. This does not give <br />a clear picture however as large increases in some area caused a <br />decrease in another. The increases that take up the majority of <br />the officers time are.. in' ~the Part I, Part II and Traffic <br />Accidents. The growth in~ these areas were 25~, 62~ and 58~ <br />respectively. Ali other calls for service had a growth rate of <br />21~ with arrests down by'21Z. The total time spent on ail calls <br />increase by 47~ between these years. <br /> <br />Using the average growth in'each category I have projected the <br />calls for service for 1990 and 1991. Ail figures required for <br />the report were averages of the increases from 1987 to 1990 for <br />the period of i-1 to 5-31. The only figure that I did not show <br />an in'crease-for was the arrest category. This was left at the <br />1987 level as the average was a minus figure but appears to be <br />increasing or holding its own. <br /> <br />The formula shows' that the needed manpower for the patrol <br />division will be at 9.87 for 1~90 and 11.27 for 1991 if the <br />growth rate of the calls for service ~remains constant. With the <br />increase of new housing in Ramsey these figures are not <br />unrealistic. <br /> <br /> <br />
