Questions were asked about how the Economic Development Commission and thc Community <br />Development Department coordinate. Mr. Hartley replied that they "mesh" together by setting <br />policies and implementing them. The lines of communication have to be open between the City's <br />Community Development Department and the Economic Development Commission. <br /> <br />A discussion ensued regarding the need for an Economic Development Director. Mr. Hartley <br />informed the Commission that the City Council does recognize the need for a person to do the <br />Economic Development tasks but that there isn't money in the budget for that position this year. it <br />is, however, quite possible that next year, or after the Engineering Department is up and running, <br />there probably will be money budgeted for an Economic Development Director. <br /> <br />Questions were raised as to where the financing comes from for the Economic Development <br />Commission, and if the Commission could have monies of their own to work with. Mr. Hartley <br />told thc Commission they were an extension of the City of Ramsey as an advisor3.' board, and that <br />the spending is done through procedures set for City's. He informed the Commission they could <br />propose ti budget and submit it to the City Council if they so desire. <br /> <br />The Commission wanted to know how far they could go with certain issues. Since they are an <br />advisory board to the City Council, do they just advise or help implement also. Mr. Hanley stated <br />the Council would want help in implementing issues - but did any individual have time to. This is <br />where staff help conies in also. The Commission does not have to step back at this point either as <br />they have a right to be informed on all Economic Development issues. <br /> <br />A discussion ensued regarding the realignment proposals for Highway #47 and the question was <br />raised regarding the merchant's feelings about this proposal. Mr. Hartley stated he'd like the <br />Economic Development Commission involved in this. They could visit the businesses and get <br />their feelings on what's going on. <br /> <br />The Commission also discussed possibly meeting at a "coffee shop" on the Wednesday mornings <br />they don't meet here at the Municipal Center. <br /> <br />Case #2: Recommend appointments to the Economic Develor)ment Commission <br /> l0 Ramsey City Council: <br /> <br />Motion by Commissioner Fults and seconded by Commissioner Muller to recommend extending <br />all three appointments. <br /> <br />Motion carried. Voting Yes: Chairman Wagner, Commissioners Fults, Muller, Gorecki, Hardin, <br />Ippel, Vevea, and Wiley. Voting No: None. Absent: Commissioner Greenberg. <br /> <br />Case #3: G0al setling for 1990; <br /> <br />It was a consensus of the Commission that they would meet one week from today and work on the <br />goals for 1990. <br /> <br />Case #4:.
