Mr. Raat' 'flcka explained that when the Rum River water management organization first <br />formed, it included all of the communities in the Rum River watershed district. During that <br />time, it was determined that the many cities had many differences and there did not seem to <br />be an equitable way of financing the organization. As a result of that, Andover, Coon <br />Rapids, Anoka and Ramsey formed the Lower Rum River Water Management <br />Organization. <br /> <br />Mr. Raati 'kka stated that the intent of a water management organization is to solve problems <br />between cities. In Ramsey's case, water flows to the Rum and the Mississippi Rivers and <br />there really isn't an intercommunity flow with other cities. <br /> <br />The consensus of those present was that rather than create another layer of government to <br />oversee water management organizations, Ramsey's position should be one of supporting <br />surface water management through local units of government with unified goals. <br /> <br />ADJOURNMENT' <br /> <br />Motion by Councilmember Pearson and seconded by Commissioner Hendriksen to ad.iourn <br />the special joint meeting of the City Council and the Planning and Zoning Commission. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson and Peterson, <br />Chairman Zimmerman, Commissioners LaDue, Hendriksen, Bawden and Deemer. Voting <br />No: None.
