As a result, the overall project costs tend
to be higher than typical assessments for residential streets. A rural street section
consisting of 4" of Class 5 and a 2" bituminous mat is proposed. The pavement in the area
of the poor soils would be slightly thicker and a geotextile would be used. The estimated
project cost is $66,040.00; 14 units are proposed to be assessed; the per unit assessment is
estimated at $4,717.14 or $734.93 per year amortized over a 10 year period. Following
the public hearing and a 60 day waiting period, Council can order plans and specs;
construction could begin in July with completion in September, assessment hearings would
be held in September and the fa'st payments would be due with the real estate taxes in May
of 1991. Merland Otto noted that the figures quoted do not include restoration of
boulevards as they exist today and any restoration would be up to the homeowner.

CITIZEN INPUT

Ty Mills - 7600 181st Avenue N.W. - Stated that the road currently is aligned on his
property and according to his attorney, the City does not have an easement on his property
for the road.
