Dale Dietrich - 7730 178th Lane - Stated that he talked to a contractor that said his company <br />could pave the project area for $40,000. Dale also stated that he will not pay taxes and <br />assessments on a lot that is in swamp land and not buildable. <br /> <br />David Markey - 7651 178th Lane - Stated that the project cost is high but he is in favor of <br />the project. David stated that the culvert in the area is new and he feels the cost estimates <br />could be adjusted accordingly. David inquired if the project included constructing a <br />drainage ditch by Lot 14. <br /> <br />Merland Otto replied that typically on a rural street section, there is a swail constructed on <br />both sides. <br /> <br />David Markey - Stated that there have never been water problems in the area and he doesn't <br />feel it is necessary to provide for a drainage ditch on Lot 14 because of the new culvert and <br />the county ditch behind Lots 6 and 7. David stated that he feels the cost estimates could be <br />reduced by eliminating 8 inches of Class 5 in the poor soil area because 30-40 truc 'l. doads of <br />gravel were dumped there when the new culvert was installed. <br /> <br />Mr. Otto, in comparing this year's cost estimate to the one from two years ago, noted that <br />there is a reduction in culvert installation and cleaning. Mr. Otto also noted that Class 5 <br />sinks and soil borings would be taken to determine what is necessary. <br /> <br />Ty Mills inquired as to why the residents have to go through a public hearing ever), two <br />years after they have voted a project down. <br /> <br />Mayor Reimann replied that each time at least 33% of the benefitting property owners <br />petition for a project, it must be brought to the attention of City Council and subjected to a <br />public hearing. <br /> <br />Mr. Billmark - Stated that he would like the street blacktopped but he could not justify the <br />cost, even if he were planning to remain in the neighborhood. <br /> <br />Mayor Reimann received the petition signed by persons opposing the proposed project #89- <br />22. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson.
