Case #2: Request For Sale Of City Of Ramsey Property P.I.N. 10-32-25-
44-0009; Case Of Daryl Peterson:

Mr. Banwart stated that on December 21, 1989, the City received a request from Daryl
Peterson requesting that the City consider selling PIN 10-32-25-44-0009. The Planning
and Zoning Commission reviewed the request, determined that there is no City purpose in
retaining the subject parcel and recommend the sale of it as surplus property with the
revenues to be placed into the Park trust fund. The Planning and Zoning Commission also
recommended that in addition to placing an ad, the owners of property abutting the subject
parcel be made aware of the availability of the parcel for purchase. The City received one
bid from DaryI Peterson for $100; the City Assessor indicates the valuation of the subject
parcel is $570.

Mr. Banwart noted that Daryl Peterson owns 10-32-25-44-0021 and he has been made
aware that acquisition of 10-32-25-44-0009 would provide access to 002I but
consolidation of 0009 and 0021 still would not result in sufficient frontage on a public road
for 10-32-25-44-0021 to be considered buildable.

Councilmember Peterson noted that if 0009 were developed as a street into 0021, then
0021 would be buildable.

Mr. Banwart noted that under the comprehensive plan amendment, 0021 is only eligible to
be developed with one lo~ it would be expensive to construct a road for one lot.

Motion by Councilmember Cich and seconded by Councilmember Peterson to direct City
Staff to draft an ordinance for the sale of City of Ramsey surplus property P.I.N. 12-32-25-
44-0009 with revenues from the sale of the property being placed into the Park Trust Fund.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuea, Pearson, Cich
and Peterson. Voting No: None.

Case #3:

Consider Request Of Anoka County To Waive Special
Assessments On Tax Forfeit Property Identified As Lot 4,
Block 5, Rodeo Hills Estates (P.I.N. 10-32-25-23-0010):

Mr. Banwart stated that efforts to sell Tax Forfeit Parcel 10-32-25-23-0010 have been
unsuccessful and Anoka County has asked the City to consider waiving a portion of the
special assessments.

Motion by Councilmember Peterson and seconded by Councilmember Cich to table action
on the County's request to waive special assessments on tax forfeit property identified as
Lot 4, Block 5, Rodeo Hills (PIN 10-32-25-23-0010) and request additional information
being provided relating to the amount of delinquent taxes, asking price, method of sale, etc.

Motion carded.
