The streets have crumblini, corners and <br />sealcoating won't take care of that problem. The damage is very visible and he feels Gerald Bauer <br />is responsible. <br /> <br />Mr. Raati 'lda,, informed Mr. Rybak that they had checked it out and Mr. Bauer was running loaded <br />trucks at first but then just the empty ones ,,,,,ere running on those streets. However, it ,,,,,ill be <br />checked out further; sealing and filling can be done and if the damage is caused from the <br />developer's trucks, he should be responsible. <br /> <br />Ellen Stanley, 5670 - 150th Lane N.W. - commented they bought their home last October and at <br />that time they were told that City Sewer and Water Sen, ice would be coming to their neighborhood <br />possibly as soon as 1992. Her comment was she didn'l wan! to pay for sealcoating to a street if <br />the street would be torn up to put in the utilities in another vt:ar or more. She also wanted to know <br />if the project could be done in sections or if the whole area ~ad to be done at the same time. <br /> <br />Mr. Raatikka replied that the projec~ would not be done in sections and noted owners could submit <br />a petition opposing the project within 60 days. Regarding the sewer and water, that's also up to <br />the property owners to petition for it in their area. <br /> <br />Mr. Hartley elaborated more on the sewer and water issue by saying that the residents could <br />petition for it but then there has to be the money for the project before it could actually go through, <br />so it would take some time after the petition was submitted. Mr. Battler asked Ms. Stanley to call <br />him or talk with him later and he could explain the procedure in greater detail. <br /> <br />Bob Schwartz, 5600 - 142nd Avenue N.W. - inquired about City sewer service down 142nd <br />Avenue N.W. from the east side to the new complex on the west. He wondered if the decision had <br />been made for the sewer and if so - would the sealcoating still be an issue since the street would get <br />torn up fight away again. <br /> <br />iX~. Raatikka stated there had been no decision regarding the sewer service as yet. He also stated <br />he hoped to avoid running through that street but assured Mr. Schwartz that if it would be running <br />through there soon, the sealcoating would be called off at this time as it would be a waste of <br />money. <br /> <br />Sandy Young, 5706 - 140th Lane N.W. stated she was against sealcoating due to City sewer and <br />water sen, ices being a possibility. <br /> <br />Jeff Rathmanner, 5726 - 140th Lane N.W. - asked if the process to assess improvements cost to <br />the homeowners was done by Council vote. <br /> <br />Mayor Reimann informed him it ,,','as the policy of the City that the benefitted property owner be <br />assessed for the amount. <br /> <br />Jeff Rathmanner- stated he has friends in Champtin and Brooklyn Park and they aren't assessed <br />for improvements. <br /> <br />City Council Public Hearing/March 5, 1990 <br /> Page 2 of 3 <br /> <br /> <br />
