Mr. Raatikka stated that the road condition is determined throulzh observation and a su,"'faee rating <br />system from thc University of Minnesota. <br /> <br />Pat Krizaj; 5470 - 155th Lane N.W. - expressed a concern about the road not lasting tr.'eat, ',,ears <br />and wanted to know when it was sealcoated. He wanted to see records and argued v,~tti Mr. <br />Raatikka the year the road was initially constructed. He wanted to know the reasons i~ d;an't lasl <br />the twenty years as not even full size cars drive down the streets. He said there v,,as no through <br />traffic - only the residents drive on the street, <br /> <br />Mr. Raatikl:a informed him that on the original street the project life span ',,,'as 15 years as the <br />requirements for the 70's were not quite what they are today. The requirements have changed and <br />increased the life expectancy another five years wlth proper maintenance.. <br /> <br />Pm Krizaj - asked if there were core samples available proving the road needs an overaly. <br /> <br />Mayor Reimann informed Mr. Krizaj that lie has 60 days to submit a petition against the project. <br />He also stated that the Ciw relies on Mr. Raatikka's expertise and he is qualified to give the righI <br />information. <br /> <br />Mr. Raatikka explained again that the ovcrhLving is proposed because the surface is deteriorating. <br /> <br />Gar5, Rose - asked about the projection on sewer and water coming in. <br /> <br />Mr. Raati 'kka stated that there is probably a minimunq of 20 years before sewer and water can be <br />expected in Gary Rose's area. <br /> <br />IX@. H:mlev commented that if a neighborhood doesn't request City sewer and water, it will not be <br />considered.'. <br /> <br />Gerry Joseph; 5311 - I56th Lane N.W., stated his concern was that if the newly overlayed roads <br />don't hold up the way the), should, can something be written in the contract with the contractor that <br />it is their responsibility. He commented that he would like for the City Council and the City <br />Engineer to monitor the construction and if they don't meet specifications, they are responsible for <br />the cost. <br /> <br />Mr. Raati'kka stated there is a one-year warranty and that it is monitored and checked during <br />construction. <br /> <br />Gerry Joseph - feels if the City is going to pick up 50% of the maintenance costs and that comes <br />from all the taxpayers, then there should be something detailed from the City to the contractor to do <br />quality work so it doesn't cost bi~ money. <br /> <br />Mavor Reimann questioned Mr. Raatikka as to the road conditions of those roads constructed since <br />the thickness, etc. was increased. Mr. Raatikka stated there are a lot less problems with roads <br />constructed to upgraded standards. <br /> <br />Cliff Perry; 6134 - 158th Lane - stated his concern was the road curve; he said people take the <br />curve at (~0 miles per hour no,,,,', so it would get worse when it's fixed.
