A master
list of households would be used to keep track of those households
receiving a permit. Proof of residence would be required.

Permits would be distributed for the two weeks prior to the clean-up
day with a night-time distribution of Monday & Wednesday one week and
Tuesday & Thursday the other week being manned by KAB volunteers.
Permits would also be available at City llall on Saturday, April 28,
during tl~e Green Business Expo.

Suggestions for various charges for disposal and the permit follow.
%i~ere is some discussion that a minimal charge for the permit may
prevent abuse of its use.
