MUSA Area (urban sta:~dards); 2. Urban <br />Reserve Area (uhimate urban area, 10 acre minimum lot size); 3. Rural Transition Area <br />(2.5 acre minimum tot size at a density no~ to exceed 4 units in 40 acres): 4. Rural Ser¥ice <br />Area (area likely to never receive city sewer, 10 acre minimum lot size tit a density not to <br />exceed 4 trails in 40 acres). Mr. Oito noted that in addition there is the Critical River <br />District in which the minimum lot size is 5 acres. <br /> <br />Mr. Otto proceeded to review some of the information derived from the Highway #10 <br />Corridor Stud),. That stud), indicated that if there is no effort for a planned industrial park, <br />the City cannot be at a competitive advantage relative to other communities. Ramsey does <br />have the potential for a phmned industrial park as there is 1200 acres of industrial zoned <br />land. Mr. Otto reviewed the land use zoning recommendations front the Highway #10 <br />Corridor Stud5,. <br /> <br />Mr. Otto then reviewed the existing land use zoning and the hind use zoning proposed <br />based on what is currently happening and expected to happen in the City in the near future. <br />The major zoning changes proposed are: rezoning all B-1 and 1-1 Industrial areas outside <br />the MUSA area to Rural Business and Rural Industrial; rezoning l-I property withi:: the <br />MUSA area that abuts Hv,,y. #10 on the north side to B-l; property abutting Hwy. #10 on <br />the south side would be zoned for business with rezoning as necessary to have residential <br />abutting the fiver; creating multi-family zoning to serve as a buffer between single family <br />residential and industrial property; creating muhi-family zoning on the east side of Nov,'then <br />Blvd. in the vicinity of Ramsey Commons; rezoning multi-family on the ,,,,'est side of <br />Nowthen Blvd. in accordance with adjacent single family residential; rezoning B-1 at the <br />intersection of Nowthen Blvd. and Hwy. #47 to single family residential. <br /> <br />Ivlr. Fuhs inquired as to the net effect on tax base resulting from the proposed rezonings. <br /> <br />Mr. Otto stated that City Staff could research the net effect to tax base caused by rezonings. <br /> <br />During the discussion, it w,'ts noted that the City of Anoka would like Ramsey to upgrade <br />it's performance standards in that area where IvicKinley Street is proposed to be extended <br />into Ramsey.
