He stated the committee hadn'~ finished analyzing their findings
by next month he hoped to have some information for the Commission. Commissioner Ippel
mentioned including the City of Elk River also.

Transportation Issues Subcommineq:: Commissioner lppel informed the Commission the
committee hadn't met yet but that he and Mayor Reimann talked to Mr. Crawford regarding thc
Mississippi River Bridge Crossing, etc.

~ubdivision Ordinance Subcommittee: Commissioner Fults stated he came to City Hall to
meet with Mark Banwart, Community Development Director, and to receive information on
subdivision taws. He indicated he had been given no help at all and was also treated disgustingly.
He said he was told the subdivision laws can't be changed as they are made by the Metropolitan
Council and also by the State. He commented that he mentioned to M_r. Banwart that they should
suggest a few changes and meet with the state legislature, etc. He summarized the meeting with
Mark Banwart by saying he (Banwart) was of no help and that he (Fults) had to change the subject
as Mr. Banwart was very argumentative. Commissioner Fults elaborated on some of the concerns
he had regarding subdividing and also presented some ideas for solutions.

Concerns:

Why d~s 20 acres, 40 acres, or whatever, have to all be subdivided at once?
Why can't you subdivide as you sell?
Why does the park fee have to be paid ail at once?

Solutions:

Draw up a sketch plan of the parcel of land showing where the roads are, etc.
Meet with State Legislature to suggest changes in the State Laws.
Meet with City Council to suggest changes in the City Ordinances.

He also stated that some of the property owners are hard to find. You can't buy a plat for Ramsev
alone and the price for one of Anoka County is very expensive. Mr. Gromberg stated he woul~t
help Commissioner Fults if he wanted to come in to City Hall one day to check the PIN books, etc.

Case r, 2; Busings.~q Visitation~

t'dr. Gromberg handed out the sheets with the assigned business to each Commission member. He
proceeded to explain the sheets and to stress the need for the Commissioners to have personal
contact with the Ramsey business owners; however, Commissioner Ippel interrupted by statin~
that the interviews had been done with the Star City Business Retention Study. He stated that th~
problems are: Paper is generated, problems are communicated, but nothing ever gezs done - there
are no solutions offered. The matters are ignored bv the City Council members, David Hartley,
and Mark Banwart. He wanted to know what good 'it did to get to know the problems if none of
them were going to get the attention they needed. Mr. Gromberg suggested they be compiled in a
report and given to the Ci~, Council and Staff for review.

Economic Development Commission/March 14, 1990
Page 2 of 5
